🏡 What are the Healthy Homes Standards?
The Healthy Homes Standards (HHS) set minimum requirements for heating, insulation, ventilation, moisture ingress & drainage, and draught stopping in rental properties across New Zealand. The goal is to ensure all rental homes are warm, dry, and healthy for tenants.
📅 Key Deadline
1 July 2025 - Final Compliance Date for All Rentals
Who does this apply to?
- ALL rental properties must comply fully by 1 July 2025 if they haven?t already.
- This includes any periodic or fixed-term tenancies that were in place before 1 July 2021.
What about new or renewed tenancies?
- New or renewed tenancy agreements that started on or after 1 July 2021 already had earlier deadlines - these properties should already be compliant.
✅ What Landlords Must Do
Ensure your property meets all five Healthy Homes Standards:
- Heating: Living room must have a fixed heater that can heat the main living area to at least 18°C.
- Insulation: Ceiling and underfloor insulation to required R-values.
- Ventilation: Working extractor fans in kitchens and bathrooms, plus opening windows.
- Moisture & Drainage: Ground moisture barrier if you have an enclosed subfloor.
- Draught Stopping: Gaps and draughts that cause unreasonable heat loss must be blocked.
Provide tenants with a written Healthy Homes Compliance Statement.

Failure to comply by the final deadline may result in penalties of up to $7,200 per property.
